You'd be surprised what kind of nonsense you can get away with during a snowstorm. To hit this rail, we parked and unloaded about 50 yards from the police station, right next to a fleet of police cruisers. We then proceed to do mostly unnecessary,  high-speed banshee/subaru tow-ins across the roof of the courthouse parking garage. The cops in the office windows facing the garage must've had a good laugh...and then they apparently went right back to sipping coffee...
